"Workhorse" Exception Rule: Pitchers with 120+ innings who can 
BOTH start and relieve may use either the chart or following method: 
1 start per 20 innings pitched 
Example: 156 innings/20=7.8  starts  or 7 starts, round down. 
Manager's choice to use him as a starter and in relief or 
to use him for relief only or to use him as a starter only.
